Hot glue two cinnamon sticks together, tie various scraps of fabric around them with longer fabrics at the bottom, add a button or glass bead to the top, Trim fabric as necessary and glue a string to tie to the tree. If wanted, use a watered down Elmer’s glue painted on the fabric to make it stiffer.
